Solution

This behavior was corrected in system IMM firmware Version 3.50, Build ID: TCOO24A and UEFI firmware Version 2.21, Build ID: TCE126Q.                                                    
                                                                
The file is or will be available by selecting the appropriate Product Group, type of System, Product name, Product machine type, and Operating system on IBM Support's Fix Central web page, at the following URL:

Workaround

The behavior may be improved if the following system settings are used in system UEFI setup:

OperatingModes.ChooseOperatingMode=Custom Mode
Processors.C-States=Disable
Processors.EnergyEfficientTurbo=Disable
Processors.UncoreFrequencyScaling=Enable
Power.ActiveEnergyManager=Capping Disable
Power.PlatformControlledType=Maximum Performance

Note: Disabling C-states will increase CPU idle power but will gain in maximum CPU performance.
